Level 6 appears to carry no special "World Government" clamp downs. It simply appears to be a description that the disease has jumped to multiple "WHO" regions instead of being isolated in one.
"Phase 6, the pandemic phase, is characterized by community level outbreaks in at least one other country in a different WHO region in addition to the criteria defined in Phase 5. Designation of this phase will indicate that a global pandemic is under way."

The World Health Organization (WHO) provides an influenza pandemic alert system, with a scale ranging from Phase 1 (a low risk of a flu pandemic) to Phase 6 (a full-blown pandemic):
*Phase 1: A virus in animals has caused no known infections in humans.
*Phase 2: An animal flu virus has caused infection in humans.
*Phase 3: Sporadic cases or small clusters of disease occur in humans. Human-to-human transmission, if any, is insufficient to cause community-level outbreaks.
*Phase 4: The risk for a pandemic is greatly increased but not certain.
*Phase 5: Spread of disease between humans is occurring in more than one country of one WHO region.
*Phase 6: Community-level outbreaks are in at least one additional country in a different WHO region from phase 5. A global pandemic is under way.

“The illness is consistent with seasonal influenza and has generally the same symptoms of seasonal influenza,” Fukuda said. “Our information to date shows that the infection can range from very mild, requiring no hospitalization and recovering after a few days, to fatal, which is also in keeping with seasonal influenza."
Fukuda said there is no evidence that the virus is spreading from pigs or that it is unsafe to eat pork.
Authorities sought to keep the crisis in context: Flu deaths are common around the world. In the U.S. alone, the CDC says about 36,000 people a year die of flu-related causes.
Children, especially those younger than age 5, are particularly vulnerable to flu and its complications, and every year children die from seasonal flu.
According to the CDC, more than 20,000 children younger than age 5 are hospitalized every year because of seasonal flu. In the 2007-08 flu season, the CDC received reports that 86 children nationwide died from flu complications.
As of April 11, CDC had received reports of 53 seasonal flu-related deaths in children during the current seasonal flu season.
Still, the CDC calls the new strain a combination of pig, bird and human viruses for which people may have limited natural immunity.
Hence the need for a vaccine. Using samples of the flu taken from people who fell ill in Mexico and the U.S., scientists are engineering a strain that could trigger the immune system without causing illness. The hope is to get that ingredient — called a "reference strain" in vaccine jargon — to manufacturers around the second week of May, so they can begin their own laborious production work, said CDC's Dr. Ruben Donis, who is leading that effort.

it means that people get paranoid about 68 death from swine flu but don't worry at all about the 20,000 a year that die from regular flu.

It would be a nightmare. People would get really weird. You would have those who are sick and those who are afraid to get sick. Not much of anything would be going on.
We're at a 4 and the capital city of Mexico is at a halt. People are getting nervous. I don't ever want to live through the real deal.

when the pandemic alert level is raised to phase 6 We the United states of America will launch a war on flu to save the world and Obama will drive us further into debt... China and Russia will ban pork and most meats and we will find they all died from malnourishment. The rest of the worlds nations say "yay!" and start splitting the land. and the terrorists will try to attack people again because there not getting any attention (because terrorists act like children) and then God or Jesus comes and kills everybody "pure or w/e" to bring them into "heaven" and the anti-Christ (who is very evil) saves the world. :/
