I see that the WHO has moved to level 5 with the swine flu. They say that level 6 is immenent. What does that mean? What should ordinary people expect and prepare for?

Level 6 means sustainable human-to-human transmission on a community level has been reached in 2 or more WHO regions.

more realistically, it means that there is an absolute dictatorship in place and all rights and laws are suspended while we are put into martial law, rounded up and forced into inoxidation camps where they could do basically whatever they want to us...

We will most likely be ordered to receive vaccinations. Quarantined to the awaiting F.E.M.A camps. Most, if not all public places will be closed. Those that refuse to comply will likely be subject to arrest. Marshall law for sure!

Back in 2002, President Bush created NorthCom, the Pentagon’s Northern Command, which has jurisdiction over the United States. Testifying in March, General Victor Renuart, head of NorthCom, said it would provide “assistance in support of civil authorities” during an epidemic. And, he added, “when requested and approved by the Secretary of Defense or directed by the President, federal military forces will contribute to federal support.” But he boasted: “USNorthCom does not wait for that call to action.”
It doesn't matter what it looks like, what matters is what this really means. A beta test run to see the reaction to martial law and the loss of liberty.
He noted that NorthCom has prepared for a flu outbreak from Mexico. “Because Mexico is our neighbor and disasters do not respect national boundaries, we are focused on developing and improving procedures to respond to potentially catastrophic events such as pandemic influenza outbreak, mass exposure to dangerous chemicals and materials, and natural disasters,” he testified.
One last concern: George W. Bush bestowed upon the Presidency enormous powers, essentially to be in charge of every branch of government, as well as state and local and tribal governments and the private sector, in the event of a “catastrophic emergency.” (See National Security Presidential Directive 51)

Forced Vaccinations. Up to a $250,000 fine and jail time if you refuse to take vaccination.
UN takes over (thanks to the SPP - security prosperity partnership)
School Closed
No public gatherings
Marshal Law
Troops patroling the streets
All this because one mexican national died on our soil...

Mexico has said that the flu is tapering off...yet WHO is bent on going to forced vaccinations (and it is just a mild flu you get)

The WHO has revised their numbers...only 7 actual confirmed deaths from this bird/swine/human hybrid flu.
Over 30,000 people die each year from the regular flu...but we don't document each of these cases on the news...
This is just fear mongering to implement martial law and give the government full control. DO NOT GIVE UP your constitutional rights because of this "virus". DO NOT SUBMIT to forced vaccinations...look at all the previous times government has given out mass vaccinations (AIDS, Ebolo, Swine Flu 1976) - bad things happen.
"Flu" Scanners being set up in airports, people being forcibly quarantined...this is bad. Stock up on collodial silver/hydrogen peroxide..real vitamins and some food. Mexico's economy is dissolving before our eyes, and ours will follow.
The Bush Administration, Donald Rumsfield, and Obama all own stock in TamiFlu...think of what they have to gain by hyping this. Use your brain people!

(b) Apprehension, detention, or conditional release of individuals...
(c) Application of regulations to persons entering from foreign countries...
(d) Apprehension and examination of persons reasonably believed to be infected..
On recommendation of the National Advisory Health Council, regulations prescribed under this section may provide for the apprehension and examination of any individual reasonably believed to be infected with a communicable disease in a communicable stage and (1) to be moving or about to move from a State to another State; or (2) to be a probable source of infection to individuals who, while infected with such disease in a communicable stage, will be moving from a State to another State. Such regulations may provide that if upon examination any such individual is found to be infected, he may be detained for such time and in such manner as may be reasonably necessary. For purposes of this subsection, the term State includes, in addition to the several States, only the District of Columbia.
Also google "Executive Order 13295", and "Executive Order 13375", this two are key to understand the application of this law, I think it will give you a good idea.

_Phase 6, global pandemic has begun. This includes community level outbreaks in at least one other region. This may trigger countries to activate their own pandemic response plans, though some countries may already have done this in phases 4 or 5. WHO continues to monitor the virus' spread, check for resistance to antivirals and consider whether vaccine producers should be asked to switch from making seasonal flu vaccine to pandemic vaccine. Based on how the virus spreads, WHO may also advise countries to take measures such as closing schools, workplaces and mass gatherings. The agency will also make specific recommendations for health workers and doctors as to how to treat the disease and reduce its spread in hospitals. And it will oversee distribution of its emergency stockpile of 5 million antiviral treatments to countries in need.

The World Health Organization has six phases of pandemic alert to assess the potential for a new global flu outbreak.
• Phase 1: There are no viruses circulating in animals that have been reported to cause infections in humans.
• Phase 2: An animal flu virus has caused infections in humans in the past and is considered to be a potential pandemic threat.
• Phase 3: An animal or mixed animal-human virus has caused occasional cases or small clusters of disease, but the virus does not spread easily. The world is currently in phase 3, with H5N1 bird flu viruses sporadically infecting humans and occasionally spreading from human to human.
• Phase 4: The new virus can cause sustained outbreaks and is adapting itself to human spread.
• Phase 5: The virus has spread into at least two countries and is causing even bigger outbreaks.
• Phase 6: More outbreaks in at least two regions of the world; the pandemic is underway.

The last pandemic flu was the Hong Kong flu in 1968-69, which killed more than 33,800 people in the USA and more than 1 million worldwide, the Centers for Disease Control and Prevention (CDC) says.
